Crunch time for Durban climate talks

first_img5 December 2011As heads of state and government ministers start arriving in Durban for the UN climate talks, negotiators are hoping that, come end of the week, some kind of political compromise will have been reached to break the stalemate on a range of issues.The 17th Conference of the Parties (COP 17) to the UN Framework Convention on Climate Change (UNFCCC), currently taking place in Durban, is also the 7th meeting of parties to the Kyoto Protocol, which is due to expire at the end of 2012, unless renewed.While UNFCCC executive secretary Christiana Figueres insisted at the weekend that progress had been made on many issues including adaptation, mitigation and finance, observers say serious political will is going to be needed to convince all developed countries to a second commitment of the contentious Kyoto Protocol.High-level talks start TuesdayThe high-level segment of the conference, which starts on Tuesday, will also have to thrash out details of the Green Climate Fund, and the fast-start climate financing for poorer countries of US$30-billion for the period 2010-12 must also be finalized.About 12 heads of state, including South African President Jacob Zuma, and more than 190 government ministers are expected to join the session, which is expected to go on into the late hours of Tuesday night.South Africa will be using its allocated slot to call on the developed world to help the continent scale up its renewable energy option in its energy mix.China ‘would accept legally binding deal from 2020’Meanwhile, China, the world’s biggest carbon emitter, has joined some European countries in saying it would accept a legally binding climate deal in Durban that would come into force after 2020, but has placed conditions on this.These included a renewal of carbon-cutting pledges by rich nations under the Kyoto Protocol, along with finance guarantees for poorer countries.The EU supports a roadmap linked to the Kyoto Protocol, while Russia has proposed amendments to the convention to allow for a periodic revision of countries that are under certain obligations to cut emissions.Currently, developing nations have fewer obligations to reduce their greenhouse gas emissions compared with major economies.Source: BuaNewslast_img read more

Punjab govt to hire more psychiatrists to deal with drug menace

first_imgChandigarh, Jul 16 (PTI) In a bid to strengthen the anti-drug campaign, Punjab Chief Minister Amarinder Singh today directed officials to hire retired government psychiatrists to handle the increased inflow of patients at de-addiction centres. Singh directed the officials to formulate strategies for ensuring security of drug addicts and their families coming to the de-addiction and rehabilitation centres, and for a holistic media campaign to effectively spread awareness on drugs,according to an official statement issued here. At a weekly review meeting of the Cabinet Sub-Committee set up to monitor the anti-drug measures taken by various agencies, the chief minister asked the district authorities to crackdown on centres selling ‘Buprenophine – Naloxone’ in large quantities in violation of prescribed protocols. He directed the chief secretary to approach the Union Ministry of Social Empowerment and Justice for financial grant for setting up additional private de-addiction centres in Punjab to complement the state government’s efforts to contain drug abuse. To reach out more aggressively to the people with information on various anti-drug government programmes, Singh asked the health department to involve SDMs, BDPOs and village panchayats in dissemination programmes. The list of the nearest Outpatient Opioid Assisted Treatment (OOAT) centres should be displayed on billboards and hoardings at strategic places, including bus stands, government hospitals and civil dispensaries in all cities, towns and villages across the state, he said. Men’s Open Squad Inspire Parkes Juniors

first_imgAs part of the weekend, the squad helped coach Parkes’ junior teams who will take part in the New South Wales Junior State Cup later this month. Parkes Touch Association President, Al Gersbach, says it was an enjoyable experience for all involved. “We got a lot out of it from a coaching point of view and the kids got a lot more out of it. They thoroughly enjoyed themselves. We had a dinner on the Saturday night and the comment I made was that a few times during the day I got the opportunity to stand there and look around and see everyone’s expressions and all of the Australian players were laughing and doing stuff with the kids and the kids were having a ball, they were over the moon. They were all laughing and having fun and the Aussie guys did an absolute fantastic job,” Gersbach said. It is the second time that the squad has trained in Parkes in recent years, following their first training camp at Pioneer Oval in October 2009. Gersbach says that there are plenty of benefits of having the squad comes to Parkes and hopes it can happen again in the future. “It’s good that we’ve got that association with the guys after the first one we had, it’s just grown from that. A lot of friendships were made then and I think they continued from there, especially with the kids, they knew most of the Aussie players when they turned up. For the new kids, they were just over the moon that there were Australian players standing there in front of them.”“I can’t speak highly enough of what they’ve done for us, the benefits we received, and the squad from the sound of it thoroughly enjoyed coming out here too. They were very professional in the way they went about things,” Gersbach said. Action Taken to Abolish Whipping

first_imgGovernment has taken steps to abolish whipping as a penalty for certain criminal offences, with the tabling of several legislations in the Senate, on November 16. The Bills, which were tabled by Minister of Justice, Senator the Hon. Mark Golding, will support Jamaica’s adherence to modern trends in human rights jurisprudence in relation to corporal punishment. To this end, the Larceny (Amendment) Act 2012; the Law Reform (Flogging and Whipping) (Abolition) Act, 2012 and the Obeah (Amendment) Act 2012 were tabled. All three Bills, when passed, will repeal the Crime Prevention Act and the Flogging Regulation Act. Cabinet gave approval for the tabling of the legislations to abolish the judicial imposition of corporal punishment in the form of flogging and whipping. GTT to Design LNG Tanks for Dynagas New Ships

first_imgzoom Chinese shipyard Hudong-Zhonghua Shipbuilding has hired France-based Gaztransport et Technigaz (GTT) to design liquefied natural gas tanks for two floating storage and regasification units (FSRUs).The contract is related to two dual purpose vessels, which are capable of operating as efficient LNG carriers and FSRUs, which are under construction at Shanghai, China. The vessels are being built for LNG transportation company Dynagas and are scheduled to be delivered in 2021.Under the deal, GTT will design the LNG tanks of both units, each with a capacity of 174,000 m3. The French marine engineering firm said that the membrane cryogenic containment system NO96 GW, with glass wool insulation, will be used for the LNG storage on board. Currently, 14 vessels in operation and 42 on order use this technology.“We are pleased to once again accompany the ship-owner Dynagas in its continued development in the LNG industry and to contribute to the very first FSRUs built by our Chinese partner Hudong-Zhonghua.
